Workflow, not a defect.
Fix
With ActivClient:
1. Double-click the ActivClient tray icon.
2. File > Use Reader > select the second reader.
3. Tools > Advanced > Make Certificates Available to Windows.
Without ActivClient (Windows 7/8/10/11 with native smart card stack):
1. Plug in the second reader and use it - Windows handles it.
