Symptoms

ATAAPS will not load for CAC-25 or newer users.

Likely cause

The 'Common Policy' cert is installed in the Intermediate store and outranks the DoD chain.

Fix

1. IE > Tools > Internet Options > Content > Certificates > Intermediate Certification Authorities. 2. Scroll to 'Common Policy', select it > Remove. 3. Going forward, if you see a 'Common Policy' popup in email, click No (do not install).
